P4 Planning was appointed to prepare and manage a planning application for essential engineering works at Drumstone Trade Park, following the collapse of a long-standing boundary wall. The works comprised the construction of a new segmental block retaining wall, backfilling and the formation of an engineered embankment, and the reinstatement of a public footpath along Crossfield Street. A new 1.8m high steel fence was also proposed to provide long-term site security and ensure public safety.

The original wall had stood for over 20 years without structural issues but collapsed due to a combination of drainage and loading failures exacerbated by changes in sub-surface infrastructure, including the introduction of a gas pipeline. The collapse left the footpath inaccessible and the site boundary exposed, posing safety and security risks to both the public and businesses operating within the estate.

We led the planning process, carrying out site-specific due diligence and liaising with Blackburn with Darwen Borough Council and their Highways team. Our role included preparation of a robust Planning Statement and coordination of supporting technical information to justify the reinstatement works. We worked closely with the project team to ensure the design response was sensitive to the residential context, functionally robust and policy compliant.

The development was deemed necessary to restore structural stability, enhance the appearance of the estate, and re-establish a safe and accessible public route. The proposals were fully consistent with local and national planning policies, including those relating to design, amenity, and infrastructure. Planning permission was granted, enabling this important infrastructure repair to proceed and enhancing the safety, function and visual quality of this part of South Blackburn.
