P4 Planning was appointed to advise on the regeneration of a long-vacant and previously developed site on Ashbourne Lane, Chapel-en-le-Frith, following challenges during the determination of a live planning application.
The proposed scheme, submitted by Wainwrights on behalf of a private client, sought full planning permission for the demolition of outdated industrial buildings (former depot) and redevelopment of the site to deliver three new high-quality, energy-efficient employment units.
P4 was brought in to lead the planning strategy and address a range of complex issues that had emerged, including heritage sensitivities linked to the former Peak Forest Tramway, highways access constraints, ecological considerations (including protected bat species), and concerns around landscape and residential amenity. The scheme had also attracted significant local interest, with over 50 objections submitted.
Working proactively with Officers and consultees, we coordinated updates to the technical submissions, provided strategic planning advice, and managed the case through to Planning Committee. We prepared and delivered the committee speech and supported the team throughout the process, securing Officer recommendation and approval from Members.
The approved development will bring over £2 million of private investment to the local economy, deliver modern space for business growth, and create up to 15 new jobs, while transforming a redundant site with a well-designed and sustainable scheme.
