
We’re pleased to share the approval of planning application HPK/2024/0143 for the regeneration of a disused brownfield site on Ashbourne Lane, Chapel-en-le-Frith.
P4 was appointed after the application had been submitted, to help address a number of complex technical and community issues. Working alongside the applicant, Wainwright & Co, and Officers at High Peak Borough Council, we led on planning strategy, stakeholder engagement and issue resolution to guide the scheme to a positive outcome.

The site presented a range of sensitive challenges, including:
- Proximity to residential properties and related amenity/highways concerns
- Over 50 local objections
- Heritage impacts relating to the former Peak Forest Tramway
- Protected species and biodiversity requirements
- Landscape and design sensitivities on a prominent edge-of-settlement site
We coordinated updates to the technical submissions, engaged with consultees, and led iterative design negotiations. We also supported the application through committee, preparing and delivering a speech on behalf of the team.
The approved scheme will:
- Redevelop a redundant brownfield site within the settlement boundary
- Deliver three sustainable commercial units
- Unlock £2 million of private investment and up to 15 new jobs
- Enhance biodiversity and local character
